How to find start up partners and co-funders

I have been trying to find out ways to find to start a business of my own. I already have a company so I might as well put it to good use. But I don't know where I can find people to work with. PartnerUp looks like the site for this but it requires US zip codes for everything. This is really stupid. What if you are like me based in Europe or some other part of the world with all your work experience outside the US? You cant even add entries to your online C.V since they also they have mandatory State and Zip code fields. There should be some equivalent International version of PartnerUp somewhere but I cant find it. If anyone stumbles on this page and knows the answer please let me know.

P.S. My first thought was of course to find a way to create a "international" site similar to PartnerUp without its restrictions and possibly with some additional features but I would need to team up with someone else to do that :)
